you are allowed to use this commercially yes However you are not allowed to give it out standalone you must give it out on a COMPLETED avatar with the rule no part stealing in the description and credit back here. These completed avatars however can be sold at any price including free (public pedestals of these avatars are also allowed provided you put credit section in their toggles). You can also use this head for commission provided you are CHARGING someone for a custom avatar. Non custom/ listed avatars do not have this restriction.

as such you only have permission to modify and use the asset in your projects if you have bought the model here.

no price splitting sharing with friend etc. etc. I tried to make this as affordable as possible because as a member of the chibi community every once in a while, I'd like there to be a commercial use asset for us to use.

This kind of goes without saying but this head is designed for child avatars. as such DO NOT rule 34 the child or anything of that sort
